I don't know what is "normal", but a pulse rate of 125-130 for normal walking on the flat sounds pretty high. My resting pulse rate is 55-60. Brisk walking (ie about 3.5mph) on the flat takes my pulse rate up to about 85. Brisk walking while climbing long hills can see my pulse rate increase to about 110.
